Police Clearance Requirements: The Short List That Actually Counts

Three items laid out for a police clearance: a valid ID, payment proof on a phone and a reference number slip

Most police clearance requirements you’ll find online are longer than the list the PNP itself uses. Cedula, barangay clearance, 2×2 photos, a printed form: plenty of pages still say you need them. For the national clearance, you don’t.

So what do I need to get police clearance? Three things, and one of them is probably already in your wallet.

What are the requirements for police clearance?

Police clearance requirements: valid ID, reference number and payment proof; leave cedula and photos at home

These are the national police clearance requirements on the PNP’s own how-to-apply guide:

  • One valid government-issued ID. Bring the original card, not a photocopy, and make sure it hasn’t expired.
  • Your appointment reference number. The portal gives it to you when you save your booking.
  • Proof of payment. A payment confirmation or e-receipt for the clearance fee.

That’s the whole list of requirements for national police clearance. The police clearance required documents fit in a shirt pocket.

Each item has a job. The reference number pulls up your booking. The receipt proves the fee is paid. The ID proves you’re the person in the profile. Miss any one of these police clearance requirements and the process stalls, which is why the list is short but strict.

List checked against the PNP’s guide on 17 October 2026.

The police clearance online requirements come earlier and are even lighter: an email address and an account on the official portal. If you haven’t set one up, registration takes about five minutes.

Picking a valid ID for police clearance

The PNP’s guide doesn’t publish a fixed list of IDs. It asks for “one valid government-issued ID,” and the cards below are the ones most applicants use:

IDGood to know
PhilSys National ID or ePhilIDWidely used and free to get
PassportMust still be valid
Driver’s licenseMust not be expired
UMID, SSS or GSIS IDFine if your name matches your profile
PRC licenseA government-issued professional ID
Postal IDCheck the expiry date first
School IDBring your current registration form with it

Whatever you bring, the card needs to show three things: your photo, your full name and your signature. That’s what matters at the police clearance ID check. Police clearance ID requirements are simple, but an expired card or a name that doesn’t match your profile slows everything down.

Valid ID for police clearance showing a photo, full name and signature, and not expired

If your only ID is less common, bring a second one as backup. It costs nothing and can save you a return trip.

ID mistakes that send people home

  • A company ID. It isn’t government-issued, so it doesn’t count, however official it looks.
  • A nickname on the profile. If your ID says Maria Cristina, don’t register as Tina.
  • A missing middle name. If the card shows it, your profile should too.
  • An ID that expires this week. Check the date against your appointment day, not today.

Why police clearance requirements differ online

The confusion has a history. Before the national system, each town’s station ran its own clearance. Those local processes often wanted a cedula, a barangay clearance, a filled-in paper form and photos. Many old articles were written then and never updated. Today, the requirements to get police clearance nationally are just the three above.

Some newer guides still say to bring two IDs. That advice isn’t wrong as a safety net, but it isn’t the PNP’s rule either. The PNP’s current guide asks for one. Bring two if you like. Just don’t skip your appointment because you only have one.

Things you can leave at home

These three still show up on old checklists, but none of them are national police clearance requirements.

Do I need barangay clearance for police clearance?

Not for the national clearance. It isn’t on the PNP’s list. Some towns still want one for their own local police clearance, which is a different document from the national one.

Do I need cedula for police clearance?

Same answer. The community tax certificate was common back when every station ran its own process. The national system doesn’t ask for it.

What about 2×2 photos and a printed form?

Skip both. Staff take your photo at the station, and your application form lives online in your profile. You can leave the folder of photocopies at home too, since the PNP’s list doesn’t call for any.

If one of these applies to you

For most people, the police clearance requirements end at the three items above. These situations change the details:

  • First job? Bring your first-time jobseeker certification from the barangay. It makes one clearance free.
  • New surname? Bring an ID that matches the name on your profile. If your profile still shows your maiden name, bring an ID in that name.
  • No booking yet? Walk-in rules differ by station, so read our walk-in requirements before you head out.
  • Renewing within three years? You may not need the station at all. The non-appearance route works through uploads instead: a fresh 2×2 picture plus a selfie with your ID in hand.
  • No valid ID at all? The PNP guide does not list a national substitute. Get a government ID first, or call your chosen station and ask what they accept before you book.

The night before

Here’s a two-minute routine that saves a lot of grief. Take out your ID and look at the expiry date. Open your reference number and screenshot it. Find the e-receipt in your email and save it, or print it if your phone battery tends to die at the worst moment. Put everything in one envelope or pocket so nothing stays on the kitchen table.

Then check what to wear, since the photo goes on the clearance. If all of that is ready, the requirement for police clearance day is covered.

Still unsure?

  • Can I use an expired ID? No. Bring one that’s still valid on the day.
  • Is a photocopy enough? No. Show the original card.
  • Do the requirements of police clearance change for a renewal? For an in-person renewal, it’s the same three items. Our renewal guide covers the rest.
  • Will a HIT mean more paperwork? Sometimes. The HIT status guide explains what the station may ask for.

Got your ID sorted? Then your police clearance requirements are covered, and you can book your appointment. Everything else on this page is just making sure that one visit goes smoothly.
